Joe Semaan, Fake Policeman

I would like to share about a Lebanese man that is pretending to be a policeman and catching foreigners like Filipinos, Ethiopians, Sri Lankans and Bangladeshi, especially those who don’t have documents. He has a white colored jeep but I don’t have the plate number. His name is Joe Semaan and you can find him on Facebook.

This is what happened to me. I was going home from work and was at Makallis Roundabout near to May Supermarket. A jeep stopped and the driver asked me for my residency permit. Unfortunately, I don’t have one so he forced me to get in his car and because I was afraid of him, I got in.

He asked me what was in my bag and I told him nothing. He asked me if I had alcohol or drugs and he checked inside. My bag is small and I had a little wallet inside which had $200 in it. He asked me angrily where I had got the money from and I told him it was from my salary. He asked me where I worked and who my sponsor was. He said he’d take me to my sponsor’s place so he could talk to him so I said ok, but when he was driving I noticed that he was going the wrong way (we were on the road to Monsourieh). I told him he was going in the wrong direction and that we were near my work place.

He told me he’d decided to take me to the police station. I begged him not to take me to the police as I needed to work to support my children in the Filippines. He told me it was my lucky day but I needed to do him a favour. I asked him what it was and he told me, “You are the one who knows what I want.” I told him I didn’t know what he wanted and he told me I had to sleep with him. I said, “Aren’t you afraid I might have HIV?” and he said he had a condom. I begged him for mercy and he said, “If you don’t want to sleep with me, give me a blow job”; I told him I’d rather go to the police station.

He drove me far above Monsourieh to where there were no houses. I told him I wouldn’t sleep with him and he should take me to the police. I asked him if I could call my boyfriend to tell him that I’d been caught and was being taken to the police but he wouldn’t let me call. Thank God, he let me go and dropped me at Abu Khalil Supermarket near Makallis. Before he dropped me off, he told me, “Next time I see you, you must get in my car quickly without me even talking to you.” I asked him his name and he told me it was Elie Haddad.

As soon as I got out, I ran home. When I got home I checked my wallet and found the $200 had gone. I cried a lot. He told me before he let me go that I would never forget this day. I told my friend what had happened and my friend said, “I know that man. I was also picked up by him in Bikfaya. I saw him on Facebook under the name of Joe Semaan. That was 3 years ago. He does it all the time.”

When I searched for him on Facebook, I found him. His profile pic was of the same man that picked me up. He works for an insurance company and lives in Antelias. When I saw him on Facebook, I saved his picture and created a group on Facebook to warn other Filipinos about him. Within an hour many, many people responded to the post saying that they also were victims. Not only Filipinos but also Ethiopians said they’d been picked up by him. We are asking for help from different organisations so that his man will be stopped. I am scared to testify but all his victims should unite and testify against him.

أريد أن اخبركم عن رجل لبناني يتظاهر بأنه شرطي ويقوم بالقبض على عاملات الاجنبيات (من الفيليبين وسري لانكا وبنغلادش)، ولا سيما أولئك الذين ليس بحوذتهم بطاقات اقامة صالحة. لدى هذا الرجل جيب أبيض اللون ولكن ليس لدي رقم لوحة هذا الجيب. اسمه جو سمعان ويمكنكم العثور عليه عبر الفيسبوك.هذا ما حدث معي: كنت ذاهبة من بيتي الى العمل، وقمت بالمرور في دوار المكلس بالقرب من سوبر ماركت ماي. هناك، توقفت سيارة جيب وسألني السائق عن اوراق إقامتي. لسوء الحظ، ليس لدي بطاقة اقامة فأجبرني على دخول سيارته. كنت خائفة منه، فصعدت الى السيارة.

سألني عن ما لدي في حقيبتي. قلت له “لا شيئ”. سألني إذا كان لي الكحول أو المخدرات وقام بفتح حقيبتي وفحص داخلها. حقيبتي صغيرة وكان بداخلها محفظة فيها 200 $. سألني بغضب من اين حصلت على المال فقلت له انه من راتبي. سألني اين اعمل ومن كفيلي. قال إنه سيأخذني إلى بيت الكفيل ليتمكن من التحدث معه. قلت له حسنا واخبرته عن العنوان. ولكن عندما كان يقود السيارة لاحظت أنه كان يسير على الطريق الخطأ (كنا على طريق المونصورية). قلت له إنه يسير في الاتجاه الخاطئ وإننا نبتعد عن مكان عملي.

أخبرني أنه قرر أن يأخذني إلى مركز الشرطة. توسلت إليه ألا يأخذني إلى الشرطة لأنني بحاجة إلى العمل لدعم أبنائي في الفلبين. قال لي انه سيكون مسامحاً معي اذا قمت بخدمة له. سألته عن ما يريد، فقال لي: “أنتي الشخص الذي يعرف ما أريد”. قلت له أنني لا أعرف ما يريد فقال لي أنني مضطرة ان انام معه. قلت له: “ألا تخاف من ان تصاب بمرض السيدا؟” فقال إنه يحمل واقي ذكري. طلبت منه الرحمة فقال: “إذا كنتي لا تريدين أن تنامي معي، مارسي الجنس الفموي معي”. قلت له إنني أفضل الذهاب إلى مركز الشرطة.

قادني إلى منطقة أبعد من المنصوريه ولم يكن هنالك منازل في تلك المنطقة. قلت له إنني لن أنام معه، وينبغي أن يأخذني إلى مركز الشرطة. سألته إذا كان بإمكانني الاتصال بصديقتي لأخبرها بأنني قد ألقي القبض علي وسيتم أخذي إلى مركز الشرطة، لكنه لم يسمح لي بالاتصال. اشكر الله لانه سمح لي أن أذهب بعد ذلك وتركني في سوبر ماركت أبو خليل بالقرب من المكلس. قبل أن يتركني، قال لي: “في المرة القادمة التي أراك فيها، يجب أن تدخلي سيارتي بسرعة من دون ان اقول لكي شيئاً”. سألته عن اسمه، فقال لي انه “إيلي حداد”.

بعد ان خرجت من سيارته، ركضت إلى البيت. عندما وصلت إلى المنزل، قمت بتفقد محفظتي ولم اجد مبلغ ال200$ هنالك. بكيت كثيرا. قال لي قبل أن يسمح لي بالذهاب أنني لن أنسى هذا اليوم.قلت لصديقتي ما حدث، فقالت لي: “أنا أعرف هذا الرجل. لقد قام بالقبض علي مرة في بكفيا. رأيت له صوراً على الفيسبوك تحت اسم جو سمعان. كان ذلك قبل 3 سنوات. بعده يفعل ذلك طول الوقت.”

عندما قمت بالبحث عنه على فيسبوك، وجدته. رأيت في صورة حسابه على فيسبوك نفس الشخص الذي قبض علي. انه يعمل في شركة تأمين ويعيش في منطقة انطلياس. عندما رأيته على فيسبوك، قررت ان انسخ صورته وأفتح مجموعة على فيسبوك لأحذر عاملات اخريات من الفيليبين عنه. وفي غضون ساعة واحدة، استجابت الكثير من النساء لما كتبته وقالوا انهم كانوا ضحايا أيضا. قالوا انه لا يفعل ذلك مع الفلبينيين فقط، بل قد تم رؤيته يقبض على بعض الاثيوبيات.

نحن نطلب مساعدة اي منظمة او جمعية لايقاف هذا الرجل. أنا خائفة ان ادلي بشهادتي ضده، لكن جميع ضحاياه يجب عليهن أن يتحدوا ويشهدوا ضده.

May gusto akong ishare tungkol sa isang lalaking lebanese na nagpapanggap na pulis at kunwari nanghuhuli ng mga foreigner na katulad natin(filipina,ethiopia,sri lanka o bangladesh) lalo na sa mga walang papel.Ang sasakyan niya ay jeep na kulay puti pero di ko nakuha plate number niya. Ang pangalan niya ay Joe Semaan,you can search him on facebook.

Ito ang karanasan ko. Pauwi ako from work going to bahay ko,andito na ko sa rond point mkalles malapit sa supurmarket,may huminto na sasakyan nag ask siya ng iqama ko unfortunately wala akong iqama,pinilit niya akong sumakay,sa takot ko sumakay ako.take note:mag isa lang siya minsan daw kasama ang asawa niya na humuhuli. Pag sakay ko nag asj siya sa kin kung ano laman ng bag ko,ask niya if may alak or may drugs sa bag ko,sabi ko wala. chineck niya bag ko.sa loob ng bag ko may maliit na wallet at mayron akong nakaipit na $200 at dun ceck nia. ask nia saan galing ang pera sagot ko natira sa sahod ko.ask nia ako saan ako nagwowork at sino daw sponsor ko. so sinabi ko.puntahan daw namin yong amo ko at makausap.nagdrive sya ng nagdrive at napansin ko ang way nami na paunta na ng mansourieh. sabi ko hindi rito ang work ko, malapit dun kung saan mo ko pinick up. punta daw kami ng police station. nagmakaawa ako pls huwag naman at gusto ko pang magtrabaho at may mga anak ako sa pilipinas. sabi nia its ur lucky day but u have to do me a favor. ano yon sabi ko. sabi nia ako daw nakakaalam kung anong kelangan nia sa akin. makikisiping daw ako sa kanya at sinagot ko hindi ka ba natatakot na baka may sakit ako? sabi nia may condom naman daw sia.

sabi ko ayoko,parang awa mo na! so sabi nia iblow job ko na lang daw sia. sabi ko mas mabuti pang dalhin mo na lang ako sa police station at uuwi na lang ako sa bansa ko.

dinala nia ako sa taas taas ng mansourieh ung halos walang kabahaybahay sa lugar na yon at pinagpipilitan kong dalhin na lang ako sa pulis. nag ask ako na kung pwedeng tatawag para malaman ng boyfren ko na nahuli ako pero di sia pumayag.

sa awa ng dios pinalaya nia ako sobrang takot ko.ibinaba ako sa abou khalil dito sa mkalles.bago ako bumaba sabi nia sa kin next time daw na makita ko sia sakay daw agad ako at no need na niang sabihin pa.tanong ko ano name nia ELIE HADAD daw. so nung binaba na ko nagtatatakbo na ako pauwi.pagdating ko tiningnan ko agad wallet ko ko wala na ang @200 ko ang iyak ko natandaan ko pa ang sabi nian from this day u will not forget me.

Nagkwento ako sa friend ko kaagad tapos sabi ng fren ko parang kilala ko yan dati rin nia ako hinuli sa may Bikfaya.sabi nia search mo sa fb JOE SEMAAN. Nung time na hinuli ako at sinabi ko sa fren ko fron 3 years ago ung incident na nangyari sa kanya.so dati na palang gawain. search ko sa fb at nakita ko nga ang picture nia.sia yong humuli sa kin! name nia JOE SEMAAN work nia insurance company nakatira sa antelies.pagkakita ko sa kanya sa fb sinave ko mga post niang pictures at inshare ko sa fb wala pang isang oras ang dami ng nagreact at nagshare at pati pala sila aay naging biktima din ng lalaking ito. hindi lang pinay pati ethiopians at iba pang lahi.

Nagpapatulong na rin kami sa ibang mga organisasyon para mahuli sia at kailangan ang mga ibang victims sa testimonio nila para maprocess ang complaints against him pero takot ang iba na tumistigo.kung sino man po tumulong po kayo magtestify para mahuli na siya.

    • I remember this man stop me in Ain aar IC road, it was my day off when I cross the street and went down the stair he block my way and ask my ecama I told him I have a complete documents, even though he ask me where I’m working I answer in this area Ain aar konachawan the house of my employer. Then he ask me to get in his car but I refuse he said I am immigration I have right to arrest foreigner in this country after that he ask where I stay when I go out my day off? Answer him my rented room is in the second building from us, again he said get in the car again I refuse and I said ok I will call my boss to talk to you, and I lied to him to stop blocking my way I told him my boss Is security general in adliye. When he heard what I said, he drove his car so fast away from me. It happen to me twice the same place and the same person who force me to get in his car. That’s the reason why I lied to him to leave me alone.

    He is the one who took my money at may wallet he said he is police and put me in jail because i dont have my iqama he ask me if i still have money or things to pick in my rent house before he put me in jail i told him that nothing else sir i beg him not to put me in jail and i didnt notice that he took my money at my wallet i work that money just to send to my mother because that day was my mothers birthday January 11,2014 i will never forget that damn face! I was thankfull when he said that he is a good man and he will let me go and give me a chance to work he said that hes good hearted so i run down hes car and run run run far away from him as much as i can but when i reach dik el mehde church i remember my wallet then i saw my wallet nothing empty i cried out loud at the church.

  3. Hi everybody, I would just like to tell my story too, regarding this impersonator Joe Semaan which is circulating in the internet now. To start with, I am Angela, a Filipina, also a victim of Joe’s. It happened years ago, in 2012, when I was working in a hair salon in Jdeide.

    My work shift was from 10 am to 10 pm. To cut the story short, it happened one night after a day’s work. I was tired and hungry and was just in a hurry to get home to Achrafieh. I was waiting for a service or taxi to pass by, since it was already late I started walking from the rond-point Jdeide to Al-Itihad gas station and a jeep stopped and ask me where I am going. As it was already late in the night I was getting panicky about not getting a transportation, and thinking (stupid of me) that his is a taxi so I answered him that I am going to Achrafieh. So he told me to get in.

    I jumped in the back seat of the jeep. When I was already inside he started asking me why I am still outside in the street this late hour. He asked me where I am working so I told him my employer owns a hair salon and I am working there. He said, no you’re lying, I know you don’t have legal papers, give me your bag, I will check for illegal contrabands in there, you might be selling drugs or something else. He grabbed my bag and he started checking things in my bag, purse and other things. In my bag was my gold necklace, earrings, a ring and an ATM card. Then he told me, see I didn’t find any passport or Iqama in your bag. I am a police and I am going to bring you to the station now. So I started crying and begging him not to do so. So he told me, ok I will not do that but you have to agree to have sex with me. And that time too we were going down dark streets.

    He told me you can start now, transfer in the front seat and start by giving me a blow job. I refused, so he pushed his seat backward and started grabbing, fondling me with one hand while the other hand is on the steering wheel. I told him to stop touching me or I will jump from the running car. He answered, you want to jump? Go ahead, I will put you out of the running car. So I was feeling desperate at that moment since my bluff didn’t work out. He was touching my breasts hurtfully as if he is a hungry lion and was starting to go down to my private part.

    I started wailing loud hoping that somebody will hear my cries. I wailed praying invoking the name of the Virgin Mary in Arabic (because I know that hey are fanatic lover of the Virgin Mary). I said “Ya Adra, Ya Adra, Sadini”. I don’t know really how to pray in Arabic but I tried hard for him to understand and at least feel afraid. I kept crying “Ya Adra, Ya Adra, sadini, Ya Allah Dakilak sadini.”

    By this I felt he mellowed down. He just say, Stop crying, I will bring you to Achrafieh. And indeed he did, put me down in Sassine and returned my bag. I was shaking but before I went down I thanked him. Later I checked my wallet in the bag. My gold necklace, earrings, ring and ATM are gone. I know he took them.

  4. why did not you go to the police station in time and report the incident

    • Person they don’t have documents they are afraid to go to in police station to report what happen to them, because in their mind instead the police help her, may be they put her in jail when they find out she stay illegal in this country..
      This is the different with papers and without papers…
